Preheat the oven to 400°F. Grease a 9-inch pie pan and set it aside.
In a large skillet, cook ground beef and onion over medium heat until browned, about 10 minutes. Drain the grease, then season with garlic salt, pepper, and Worcestershire sauce before spreading the mixture in a pie plate. Sprinkle cheese on top.
In a mixing bowl, whisk together the milk, eggs, Bisquick, salt, pepper, and garlic powder. Pour the mixture evenly over the beef and cheese.
